A team's RS grading has nothing to do with the declared points limit for the top 6 - each PL team was permitted to build to 35.5 points and an RS of up to a 4* grading.

4* RS riders can’t ride as an RS in the Championship, only on their achieved average. -
…that teams initial permitted Team Declaration rating… Peterborough were permitted to choose a 4* RS rider initially, but chose not to. Like so many rules, open to interpretation

I read the regulations that any RS rider can guest for Jordan, not just a 1* rider. From 12.3.1 : In the event a Rising Star is absent, with a facility permitted, he can be replaced by; i. any guest rider from the Rising Star list, of that teams initial permitted Team Declaration rating or below

I would say that a minority of fences stay up all season. Any track that shares with stock cars, greyhounds or other arena events will have to be taken down (or maybe just dropped for greyhounds) regularly. I would say that only Belle Vue in the Premiership could leave the fence up all season. I guess Edinburgh, Leicester, Redcar and Plymouth of the Campionship may be able to leave the fence up long term.

The speedway regulations state, inter alia: Must be inspected 6 years after installation, thereafter annually by the SCB Track Inspectors , to certify that it remains fit for purpose. In short, they deteriorate. Multiple repairs, strap stitching loosens, fabric weakens. Nothing lasts for ever, and the APD is so fundamental to safety it has to be in serviceable condition.

The deadline applies as usual, the only exception to the deadline is if an injured rider returns and his temporary replacement returns. -

Declarations need to be made by 28th to be effective by 31st August. Like for like change is fine, more than one change needs to rebuild to the 38 point limit. -

012.3.1. Rising Star Regulations Rising Star riders can only compete in 2 leagues at any one time. Premiership teams shall declare their initial 1-7’s with a Rising Star rider at reserve and will conform to the following points limitation; 1-6 Total average of 35.50 points maximum and will declare a 4* rider or under. At the commencement of the season, the Rising Star must ride at reserve (No. 6 or 7), at the Team Managers discretion. Upon the issue of Match Averages, the Rising Star riders Team Position will be determined as per SCB reg. 012.3 (Team Line-ups). Championship teams shall declare their initial 1-7’s with a Rising Star rider at reserve and will conform to the following points limitations; 1-6 Total average of 38 points or less will declare a 3* rider or under 1-6 Total average of 39 points or less will declare a 2* rider or under Rising Star riders will remain so for the entire season and can only be replaced in a team declaration by a rider equal to the teams star rating or less at the initial Team Declaration. Rising Star riders, who as per SCB reg. 012.3 (Team Line-ups), shall move into a team’s 1-5 will be subject to SCB reg. 012.4 (Facilities). In the event a Rising Star is absent, with a facility permitted, he can be replaced by; i. any guest rider from the Rising Star list, of that teams initial permitted Team Declaration rating or below, or ii. Rider Replacement, at the Team Managers discretion. Rising Star riders shall compete with a special riding number design denoting they are a Rising Star. -
Guests for the play-offs will only be available from the two teams that don’t qualify.

Yes - last date is 28th August effective 31st August (except for riders returning from injury).

A rider can’t appear in two 1-7s. If a rider moved on, Eastbourne would have to put together a declared 1-7 made up of riders who are available.

One change can be up to the average of the rider replaced. Multiple changes means bringing the new team total under the appropriate points limit (38 in Glasgow’s case as they have a 3* Rising Star).

No, a rider would have to be replaced in the 1-7 for team A, then signed by team B within the normal team-building rules.

Numerically it would fit, but all team changes are subject to the approval of the Directors.
