IMO the Polish clubs enforcement is the same thing as SGP vs SEC where SGP/BSI wanted to ban SGP riders from also riding in the SEC. However in the end the ban never happened because it was a restraint of trade which broke the EU laws, BSI/One Sport then came to an agreement that One Sport wouldn't give wild cards to season permanent SGP riders.

Yes the two with the lowest floating average at the time of line up registration will ride as reserves. Also have in mind that season entry averages counts as floating average until the rider have completed 12 heats.

Reserves can be used pretty much anytime but they have to have ride in atleast 3 of their own scheduled heats, cannot do more then 6 heats unless R/R and as Dave says they cannot ride in heat 15.

Since Laguta's B-sample was positive he will have to pay fines to his Swedish team Smederna. IMO there are too many re-runs in general and too uch going back to the pits. Someone falls on lap 3 and positions are fixed - freeze the heat. Unsatisfactory start - going back to the pits = excluded (unless due to tapes or lights malfunction).
