That is not what I said. I said that the new averages will be imported and then adjusted depending on the strength of the league, not that the rider should be given the exact same average And it is much better and more fair then BSPA giving a rider a "random average" based on what they think he should have. With a fixed conversion rate, every new foreign rider get his average calculated the same way, by BSPA using the same metrics for every rider, Whether or not the given average is likely to decease or increase is totally irrelevant when calculating a new average. That is for the interested team to take into account when they want to sign a new rider. It is nothing BSPA or any other federation should interfere with. The rider comes with a take-it-or-leave-it as is average. -

A fixed average conversion system similar to what Svemo uses. Each foreign league gets a fixed value based on the strength compared to the British league. Then each new foreign rider gets their home league average translated to a British average based on the leagues strength value. -

Yes and no. A slight reduction in meetings for the riders might be a good idea but it shouldn't be a national federation that decides such things. Two meetings/week is also too strict. It should be 3 meetings/week+GP or SEC. With three meetings/week the riders can do Elitserien+DK+PL or Elitserien+Allsvenskan+PL or Sweden+DK. Many Swedish riders are doubling up, which increased the status and popularity of Allsvenskan when riders like Ljung, Lindbäck, PK, Zorro (retired now), Thorssell, Kim Nilsson..., also rides for an Allsvenskan club. -

Vargarna is the first team to take a stand for Swedish speedway. Lejonen threatened to pull out of the ESS (sort of the Swedish equality to BSPA) if ESS did not lower the agreed number of Swedes from 3 to 2. As said before, in this or in the other thread, the issue isn't the race days. The issue is that riders ride every day of the week and then becomes injured because they are exhausted. -

I would say that contracts are signed between "Speedway team Ltd" and "speedway rider Ltd" so technically it's the riders' companies that signs the contract. Regarding potential legal issues, those would come from the laws concerning freedom of movement and services on EU's inner market. I don't think a federation like PZM, legally, can ban riders or rather the riders' companies from riding (working) in other countries as this possible could violate the free movement laws. If you remember, FIM/BSI tried to block GP-riders from riding in both the SGP and SEC series but IIRC, they had to back down as it was against the free movement. -

For the same reason that Fim cannot prevent GP-riders from also riding in SEC. I am not an expert on EU's free movement laws but afaik you cannot prevent a company from working in other countries since that would violate those laws. I am also not sure that Pepsi or CC can ban their customers in EU from selling the competitors product. -

Who knows. I think there might be an intent but, as moomin man says, from a legal perspective it is probably not doable. Especially not with all this free movement thing in the European union.
