So what stops other promoters for signing these riders? He will be good, but he is not ready yet doubling up would help him, and for 2016 another year in the PL with doubling up

I think Kurtz would be silly to go full time Elite, no doubt about it he is quality but another year in the PL and doubling up would be the way to go IMHO
