Rule changes between seasons and preferably late ones have been commonplace for the speedway clubs historically. It makes it difficult to work with team building over a longer period of time and when this work can start. Therefore, the ambition of both the clubs and the association is that major rule changes should be decided a year before they are implemented and that only minor adjustments and clarifications should take place between seasons. "The evaluation of this year's basic series has been done and the rules work largely as they were intended. In addition to that analysis, we also have to relate to what our surrounding world looks like and whether we need to adapt something there. For example. when it comes to the availability of Swedish drivers which is still important for us to protect in the best way", says Mikael Holmstrand. Given the idea that the main rules will run for three years before a major review is made, much will therefore be the same next season. The ceiling ratio remains at 11,000 and the floor ratio at 8,000. The number of transfer cards is still 5, the driving schedule is unchanged, the playoff structure is unchanged and the size of the squad of eight drivers with official average is kept. The average discount for Swedish drivers who are juniors and/or have a running average below 1.000 also remains and these drivers' average will be 0.500 also in 2023. In 2024 it will change so that the discount only applies to drivers with an average below 1.000 regardless of age. The existence and use of Riders Replacement (RR) is a constant source of debate. It is a complex issue where availability of drivers, sudden events and the possibility of fulfilling the agreement on the number of Swedes in the team must be combined in a good way. For next year, the rule will be changed so that RR can be run for all five regular drivers in the lineup, against this year's four with the highest average, but also so that no driver with a higher average can take extra heats. This is to reduce the possibility of gaining sporting benefits from driving RR if there are other drivers available. In the same way, the rule on replacing long-term injured drivers is also adjusted so that this can only be done with drivers of the same average or lower. "The replacement of drivers is one of the most difficult issues. We have a situation in Sweden with an extremely limited number of Swedish drivers and also a clear limitation in foreign drivers due to the rules that the clubs in Poland have regarding how many leagues you are allowed to drive in. We can think what we want about these conditions but we must relate to them and do what we can to create a reasonable sporting condition for our league," continues Holmstrand. Another adjustment for next year is that drivers who change clubs during the season via transfer card must drive 12 heats for their new club in order to participate in the playoffs. This year, the total number of heats could be credited, which was not the purpose of the rule when it was added. The last and biggest change for next year concerns the possibility of still having at least two Swedish drivers in the lineup. This is not a rule but an agreement between the clubs. To increase the possibility of this, this year's rule is being developed to be able to borrow a guest driver for individual matches as an emergency solution in case of illness or injury so as not to risk coming to the match without a complete team. This year, a variant was tried where a driver could be borrowed for at least 14 days. This has meant a limitation and therefore a rule is now being created where a Swedish driver with an entry average of 0.500 and who is not selected in the team for the upcoming match can be invited by another team and then return to his regular team the day after the competition without transfer card is used up. "Unfortunately, we have a downward trend in the number of Swedish drivers and before today's fine youth activities in the majority of clubs bear fruit, we must do what we can to avoid the risk of drivers being locked in clubs where they are not allowed to drive. This year we have 22 Swedish drivers who drove more than 12 heats in the regular series. If you have to have at least two in your lineup, this means that you have to have at least three in the squad to be able to deal with injuries. Already there, the math breaks down and we have to find other solutions to protect our Swedes. With a flexible guest driver system, a young driver can sign a contract with a club and give himself the chance to take a seat but at the same time feel that he is not at risk of being locked up and not being allowed to drive. The clubs and the federation are in complete agreement that we must do everything in our power to protect our Swedish drivers during the time they are developing in order to be able to take a regular place, and therefore we want to test whether this system means that more people get the chance next season", concludes Mikael Holmstrand.

  15. Not sure Zarnovica has ever had a GP and anyway if he wasn`t in the series he would be the meeting wildcard anyway. they didn`t put Pavlic in the series because they wanted a round in Gorican !!
