Don`t think that statement is 100% correct-obviously you are talking about league racing-however a recent introduction to try and avoid the fixture chaos in the past is the " international speedway calendar " -I think Tony Steele sits on the committee- this provides I believe a priority order to meetings across Europe-and can determine if a facility can be granted. looking at http://www.fim-live.com/fileadmin/alfresco/2014_Amended_International_Speedway_League_Calendar_as_per_03.03.2014.pdf it seems lakeside is above the Polish league match in this instance, so in theory Pawlicki should be at Lakeside- we all know that was never going to happen. so that is presumably why no facility in this instance.

As far as I know-Sweden don`t have "promoters " like we do - the clubs are run by the community for the community.
