I would think that the damning evidence was produced by the attending referee, otherwise there wouldn't need to be an enquiry.

I would say that the SCB sent the referee as a direct consequence of rider/official complaints/tweets but the inquiry is as a result of the Referees report. The fact that they are holding an inquiry after the refs' visit would suggest that something was amiss.

I suspect BSI have picked Bomber purely on a marketing basis and nothing to with form. If it was picked right now on form then the best Brit after Woffinden would be Eddie Kennett.
