If it was agreed between both teams and the referee before the meeting started then it's all OK (providing one of them wasn't supposed to be at number one or a reserve by average).

I'm not old enough to remember the Provincial League years, but, if there was enough support, could teams not form their own breakaway league, as was done in those days? Eventually the "Powers that Be" "gave in" and the British League was formed in 1965, maybe the same could happen again? Or, am I totally wrong?

I don't know, which is why I asked. But I notice you say "he knew he couldn't deliver on," which suggests you know? My guess is that either Brough Park put a stop to a stage being set up on the dog track, or the Council stopped it (I know they they blocked the mini fair he wanted to put in the car park). You could argue that it's not the lowering of the averages is the problem, but the way certain teams have been put together. I think the idea behind the lowering of the averages was to try and cut out the number of "big-hitters" in the CL. But it has had the opposite effect in many cases and there are riders who have come in to the CL who are not ready.
