Can't comment on other tracks, but Newcastle are doing various things, all to raise funds for the fence and fans get something in return. Ebay items up for auction, raffles and 'fun' nights, to name just three.
Sorry, but I can't see the difference between Buxton, who charged £10 for adults to get in, who chose to do something different, granted, and any other club trying to raise funds for a piece of equipment needed to keep running (and saving possible serious injuries too). It's still the fans paying for it (something you appear to be against).
I'll never forgive him for openly admitting (in the bar at Exeter) that he could have been trying "a little harder," when chatting to 2 fans and the speedway reporter for the local (Newcastle) paper (also a fan).
The thing is though, in my opinion, something should have been, at least started, to be done about it 5 or more years ago, when it was apparent tthe sport was on the slippery slope downwards.
A lot of tracks (in the PL at any rate) do the 'Kids for a Quid' scheme (especially through the School Hols) and some do have free admission for kids (particularly under 5's).
Whether this is enough, is open to debate.

Would Matt Ford have been happy if someone 'leaked' the info that Darcy Ward was returning to Poole in 2014, before he announced it? Of course he wouldn't, so why do it to someone else?
With all the potential fixture clashes this coming season (EL/PL/NL), it could be a long drawn out affair. So we might be looking at mid-Feb for fixtures to be released.
In his/her defence, I think ruffdiamond was having a go at others who have a go about our track (because they have nothing else to contribute to the thread - I believe it's called 'trolling').
Throwing a bit of a curve-ball in here. I haven't seen Benji Compton's name mentioned. Would Tigers fans have him back, along with elder brother Andre? Benji C seemed to be scoring quite well in the CL towards the end of last season, which is why I mention him.
I missed the meeting as I think it clashed with the Ozchem meeting or something similar at Sheffield as I was helping GRT at the time, so I think it was a bit later than 2008 but could be wrong.
