The fence should be partially buried by about a foot, the normal tethering system at top and bottom used and however much of the fence below track level filled with water. The section filled could be totally separate from the airside. Riders will no doubt still get hurt but airfences lifting or sections separating is a common problem, so my idea may appear daft but if you don't try you don't find out. Alternatively phase in foam fences as and when air fences reach their replacement date. I cannot recollect any incidents where the foam fence lifted. No doubt I'll be informed about them sooner rather than later.

Rider insurance (or lack thereof)

Maybe they mean an ACU permit covers you if you are representing the Country abroad. You ride in a SGP,SEC,U21,U19 etc qualifier or finals you're representing your Country. Riding in the Edward Jancarz memorial for example you're invited to take part, but not representing the country. -
If you drive past any day the stadium is not in use you will see exactly the same.

How do you know the Big Guns would be straight on the blower for a handout ? I'd hazard a guess most of them have insurance to cover injuries etc. -
Nothing to stop them having the same name in a different sport, also the clubs could work together to show the City unified to promote it's sports teams, whoops i'm getting delusional.

The line up doesn't matter The cause does. It's an early season meeting where riders are blowing off the cobwebs and in my opinion since it was brought in one of the most important British meetings of the year. -

Bewdley cannot ride in the British Final as its the same night as the pairs tournament in Iceland where both riders represent small towns. His team partner is Rushden. -

If they want to be The Saints I'd hope someone has spoken to the Rugby team and if they were in agreement Make the team colours the same and offer reduced price entry for the Rugby clubs ST/Membership holders all season in an attempt to get numbers through the doors.

Not ideal, but with planning theres more or less a 3 week window from 21st september due to the 2 week international break. Fit the SF and Final in that window, using track covers etc if required, maybe even swap legs around say its BV vs KL forecast is poor at KL so 1st leg moved to BV as its bathed in sunshine.
